Trafficked children and young people

What is trafficking?

The recruitment, transportation, transfer, harbouring or receipt of a child, by means of threat or use of force or other forms of coercion, of abduction, of fraud, of deception, of the abuse of power or of a position of vulnerability or of the giving or receiving of payments or benefits to achieve the consent of a person having control over another person, for the purpose of exploitation.

(Council of Europe, 2005)

The trafficking of people, with or without their consent, is a growing trade which Newburn and Matassa (2007) suggest is being aided by the globalisation of human movement, increasing numbers of impoverished and vulnerable people, political instability and conflict. The rise of the internet, under globalisation, has allowed women to be bought and sold online, both as brides and for sexual services (Newburn and Matassa, 2007).

Children are also trafficked for financial and/or personal gain. Many children are trafficked as a result of abduction, some are threatened and others are groomed. As a result of trafficking, children and young people may be socially isolated, imprisoned or coerced into activities such as forced marriage or sexual exploitation. The exploitation can involve activities such as sex work, forced labour or services, slavery and the removal of organs (Newburn and Matassa, 2007).

In July 2014 the government initiated a campaign which aimed to highlight awareness of issues relating to modern day slavery, including children and young people who might be trafficked (Children’s Society, 2014). The Modern Slavery Act 2015 has a number of new civil orders to prevent slavery, forced labour and human trafficking; however, no separate offence has been proposed for child sexual exploitation (www.legislation.gov.uk/ukpga/2015/30/contents/enacted).
